That is the graph of f'(x) I am not sure how to tell what f(x) looks like

f'(x) is the graph of the slope of f(x) at any point. If f'(3) is positive, for example, that means that f(3) has a positive slope. In the graph you posted, f'(0) is the maximum value, so the graph of f(x) will have its steepest positive slope at x=0.
