I would probably say A because oil is usually extracted on oil platforms in the ocean such as the ones in the Gulf of Mexico. Coal is extracted by a person mining and I don't think they could very well do that in the ocean.

Coal formed from the dead remains of trees, ferns and other plants In the tropical swamps of ancient Kentucky, no one was around to hear whether falling trees made a sound.
