Which is the correct verb form for this sentence? The flowers this spring __________ spectacular in their color. A. are B. was C. is ~ I'm thinking its B... But I'm not sure

It would be A. It could have been B if flowers wasn't plural.

C also has the same rule applied. You can use "is" and "was" if the object is singular. But it would be "are" and "were" cause the object is plural.

@ManImStumped Okay, I see. So whether it was plural, is could be used as either or 'are' and 'were'?

Yup. Since there is no time specified, it doesn't matter if it is present of past tense, in the case. But were was not an option, so it has to be 'are'
