Hoover was a Conservative, he didn't believe the Gov't could help the Nation economically by getting involved. He also believed that a struggle would fix itself and that Businesses would become stronger or allow better competition to arise. FDR was a very Liberal, he wanted a safety net for all businesses, jobs, and welfare. He created "Shovel ready jobs" and employed people through Govt't programs.
