from prophase to metaphase- the changes are the disappearance of nuclear envelope and the combining of chromosomes. Yet, no cell are reformed. From metaphase to anaphase-the changes are chromosomes are aligned in metaphase and sisterchromatids separeates by the pull of centromers forming spindle fibers in anaphase . But no cells are reformed yet

the question itself is a bit confusing though because mitosis is the process of making new cells so its hard to pinpoint an exact stage

Telophase would be the answer at this stage cytokinesis starts and in actual a new cell starts developing.
