it depend if she is trying to find the percentage of something with 19 as a possible number it wouldnt be 19, but she stated it was a decimal exercise another way to write 19% is 0.19

OK, so you want the last one as a decimal so take 19% and shift the decimal point to the left by two places and you get .19

For the first one, you have to divide 19 into 1 and then when you get your decimal, move it over 2 places to the right to end up with a % and the second one is when you would multiply by 100
