Any commerce that passes state lines is considered interstate commerce and falls under the jurisdiction of the federal government. You should be able to automatically eliminate several of the options based on the fact that they are claiming that states can ignore federal law if it suit them which they can not do.

Yes the government does overrule state law. that is why I said you could eliminate two of the options since they say the opposite. A. The Supreme Court's decision allowed "state laws to override federal laws" when they conflicted regarding economic matters. B. The Supreme Court's decision allowed states the ability to pass commerce laws "even if they conflicted" with federal commerce laws.
