They can be. It really depends on the context though, often times we consider scalars to be any number found on the real number line. For instance, temperature is a scalar, because there's no direction associated with it, but it can still have negative values. Often times you might encounter scalars that are restricted to only numbers greater than or equal to zero, and this is helpful to think about too. I can go more in depth, but basically you might want to use a negative sign to represent movement in the backwards direction and be a part of your vector.
