Well you know your slope is -2/3 So that means you start at the point where the line hits the y axis and you count down 2 and right 3 and if the line doesn't hit there you know it's out. So we can cross off B and D because they don't

And C looks like the graph that has a point solidly on (1,2) (A is like a little above it) So we know it has to be C

Yes you can eliminate at first alll graphs but C and B actually because they are the only ones who have a point at (1,2) And then since the slope is -2/3 you start at (1,2) and go down 2 and right 3 and if you aren't on another point then it's not the answer.
