The CPV immediately set about purging elements of the old order. Its first target was ARVN officers and soldiers, who were ordered to ‘register’ and then report for ‘reform and re-training’. Many were then sent to the notorious ‘re-education camps’ (trai hoc tap cai tao) where they were later joined by former civil servants, capitalists, Catholic priests and other representatives of the old order. Camp inmates were given no criminal charge, trial or sentence; according to the CPV, ‘re-education’ would continue until the state was satisfied of rehabilitation. And they also redid their economic structure, being commies and all. 1. The eradication of private commerce and trade, what the party called ‘capitalist merchants and compradors’, and their replacement by state institutions that had to be established ‘from scratch’. 2. The nationalisation of industry, primarily French-owned coal mines and other corporations. 3. The abolition of private ownership and exploitation of land, and the reorganisation of agricultural production along collective principles.
As for the last question, with a rising China, Vietnam and the US are cooperating now more than ever.

1. Following the conclusion of the Vietnam war, the newly formed "Socialist Republic of Vietnam" set out to rebuild its country through a series of political and economic reformations. These were included, but not limited to the "Re-educational camps" set up by the CPV (Communist Party of Vietnam) that reintegrated the defeated SVA into society. There were also a series of economic reforms that eradicated private commerce and trade, nationalized the country's industry, and abolition of private ownership of land.
