my interpretation would be that domain is (-infinity,infinity) and range is [-4,infinity) - what would the answer be ??

but where exactly ... there is no equation ... by any chance would the answer be domain (-infinity,infinity) and range would be (k,infinity)

\(a^{-\infty } = 0 \) \(a^{\infty } = \infty \)

in the equation f(x) =a ^(x+h) + k

and yes, then you will get the range as k,infinity
