They do not block UV rays, but reflect, scatter or absorb them. Chemical sunscreens absorb the UV rays while physical sunscreens reflect or scatter them.
I hate questions like this. Block is not a technical term, and blocking can be done through more than one way.

@abhisar Yeah, but it is a horrible question. After all, scattering is a description of the reflection/refraction. You can reflect light in a controlled, tight beam or break it apart into wavelengths. Anyway, I wish the question writers would be more careful. You wouldn't believe how many times I have to fix things that I have to give to my students. For example, we cover tonicity very thoroughly but we do not bother to cover osmolarity. Now, I have only partial control over what quizzes and tests are given, and every year quiz 1 of the second semester of intro has the term "hyperosmotic" used. The students have never seen it before and it is, in the question, treated as a synonym of "hypertonic", which it most definitely is not.
