The Great Depression was not until 1929. Truly, World War I caused a decrease in immigration. After World War I, we wanted no involvement in anything foreign. The Palmer Raids of the 1920's were an example of the classic American fear of communism. In 1921, we passed the emergency quota act, which reduced immigration from each country to 2% of what it was before. In 1924, the National-Origins Act changed that number to 1%.
