I would say that the atmospheric force is different because the force on the elephant is bigger because the elephant is bigger and the balloon is smaller than the elephant so the atmospheric force on the balloon therefore because the sizes are different between the elephant and the helium filled balloon the atmospheric pressure is different on the items so the friend is right.
Buoyant force of atmosphere on an object will be equal to the weight of air that object displaces.
Larger the volume more the air displaced
So more will be buoyant force on it

Elephant has greater volume than balloon, so it displaces much more air than balloon and hence more is the buoyant force on it
