Please help me define "states' rights position", I don't seem to be understanding the concept.

States Right... Federal Government does not exist without the Rights States extend to the Federal Government. The Federal Government has been for years stepping over and trampling the States Rights...the States and the People of those States say enough!

When the USA was formed, there were several colonies that came from different countries and different cultures inside a single country. They were formed with unique laws and governments. This falls in line with the old concept of states being nations. So from the nation state idea, each state is sovereign and lead by its own government. However, this had lead to all sorts of wars in Europe. To prevent these sorts of wars, the Federal idea was to gave a unified government that is restricted to issues involving multiple states and other nations. However, as time has gone on the federal government has found loopholes to do more and more direct government, bypassing the states. Here is another cute one for you. Article 4, section 4. Only legal form of government is Republic. So Democracy is illegals in the USA.
