The Legislative Branch makes most of the decisions that we blame the president for. Congress actually makes most of the decisions that have to do with everything. But everything they do has to be approved by the president. But if the president rejects what they do, congress can still over-rule him with a 2-3rds majority vote. Congress has the sole power to declare war. They tax the people. And they create, vote on, and pass bills onto the Executive Branch for either passing to law or veto. And the bills they pass can do with anything. It can be a bill that effects the economy. It can be a bill that effects the criminal justice system. The bills they come up with can effect anything. They have the power to impeach. They control the flow of money within the government. They control all the government funding... Put it this way. When united, congress has more power than the president. But remember, the president has the power to veto anything they pass. But also remember that if the president vetoes a bill, congress can over-rule the president's decision with a 2-3rds majority vote (which is extremely difficult to get).

So basically, it makes the laws that the Congress pass.
