I want to start programming. How do I get the interface that allows me to write code and see the results? For example I have mat lab and can write small programs and mat lab will display the results. I want to start making a website on a free source

If you want to make a website, you don't need any special software to write HTML, CSS or JavaScript. They're all written with a plain-text editor, Notepad, TextEdit (be careful when you save that it saves plain-text), TextWrangler, emacs, vi, nano, etc. HTML codes the content, CSS describes how it's displayed and JavaScript is for client-side (in the user's browser) programs. http://www.w3schools.com/ is a good place to start.
