Nope, I think you misunderstood the question. (-1,3) is indeed within the set of solutions, but the solution set includes the whole shaded area of both regions. And if you look at where (1,6) is, you see that it is within the gray/orange area, which means it is also a solution set. (I suppose it is kind of like a trick question. the solution set not only includes where the two equations meet, but also the gray/orange area)
