Why does Pickering think Higgins does not like parties? Higgins is just not used to them. Higgins has no sense of humor. Pickering agrees that the "fashionable women" are boring. He thinks Higgins wants Eliza to himself.

Okay well, Higgins did not mention being nervous or uncomfortable at the party. So I would rule answer A out. Higgins mocks the party and pokes fun at it so B is a definite no. Now with option C, Pickering dismisses Higgins thoughts that the women are boring. For answer D, the passage makes little to no mention of Eliza and Higgins together at all. So I admit I am a bit stumped. However I have a couple quotes that may help make a decision.

Youve never been broken in properly to the social routine. Pickering says this and it may indicate that answer A is correct, however, if so, the answer should be phrased something like "he never learned how to enjoy them"

And while Higgins makes it very clear he disliked the women in this quote "The dinner was worse: sitting gorging there for over an hour, with nobody but a damned fool of a fashionable woman to talk to! I tell you, Pickering, never again for me. No more artificial duchesses. The whole thing has been simple purgatory." The question asks what Pickering thinks is the reason which strongly dissuades me from this answer on account of his response. "I rather enjoy dipping into it occasionally myself: it makes me feel young again"

My opinion is A but I cannot tell you that with 100% certainty. It's more of a 90% for this one.
