Well right off the bat you could Eliminate B. Economy drives countries and if there was corruption that was so common then these economies would probably not have a striving economy.

Well, if judicial = courts and legislative = congress, what is left?
Once you learn what that term means, then you can understand what they are saying when they claim "excessive control of the executive" is the problem.
