In this case, yes, co-dominance, but similar phenotypes can occur through random chromosome inactivation. For instance, female mammals have an extra X chromosome. In humans all cells have the same X chromosome turned "off", but in some cats it is random and so different colors can arise from having different X chromosomes inactivated.
