How to solve this... What is 48% of 120% of 60%...?

Let's pretend they're not all percentages. Let's turn them all into decimals. Then if we want to find 120% of something we just multiply it by 1.2 right? It doesn't matter that .6 is a percentage, we are simply finding 120% of whatever it is. Then we do a same kind of thing again to finish it.

what if i start with 48% of 120%... the resulted value of this with 60% then....?

Yes this is correct so far. You should see that the order doesn't matter because multiplication is commutative.
