I would say the epidermis is the closest to the correct answer out of those 3 choices because xylem and phloem transport stuff and don't really contribute to the shape of the tree

I would say the Xylem because those cells are responsible for the transport of both nutrients and water. They die after a year or so (thus the concentric pattern of rings). The phloem is responsible for movement of nutrients and water as well but think of them more as the cells responsible for releasing sap.
