I'd probably go with representative. Structured as it is, votes on important issues and bills in Congress are done by representatives elected to office -- not directly by citizens -- on a national level. In theory, the representatives are supposed to vote based on what their constituency favors. Their actions are supposed to summarize what their voters put them into office for. In a direct democracy, everyone would technically get a chance to vote on whatever Congress was working on, but that's not the case, nor would it be practical...there's just way too much going on on Capitol Hill for direct democracy to work efficiently.
