Have you printed out the graph and attempted to draw a line of best fit through the scatter plot?

All the choices are lines through the origin. So the line would be drawn to split the points into two groups. Examine the slope and there you'll get it.

Alternatively, draw all four lines on the graph and decide which one has the best fit.

Notice the scale on the y-axis vs x-axis. That will give a clue on the slope of the line.

C is correct, with y=2x. When x=10, y=20 which when joined with the origin passes inside the bunch of points. This is what I meant by the "mental" plot. Do take into account of what @aum suggested because that will eliminiate some choices.

Because when x=10, y=5. The line joining (0,0) and (10,5) falls way below the given points.
