There are not enough jails, not enough police, not enough courts to enforce a law not supported by the people. Can someone please explain this quote? Thanks!

hmmm think it means and serves an example of they need each other to exist. See jails cant stand without police because there wont be anyone bringing any criminals,.

Hubert H Humphrey said this quote meaning if a law is not supported by the majority what is the point in continuing to waste resources that could go towards other objectives that the people support.

Example when the sale of alcohol was banned in America, the majority of people did not approve of the law. Most people continued to make and drink liquor, they were arrested and tried for their crimes, but the resources it took to combat the crimes committed by the people were exhausted on just those offenses. The law immensely created more crime as so many people were breaking it, this overwhelmed law enforcement with just this law, how could they stop murders and other offenses if their resources were exhausted on a law that so many people broke but did not favor or think was just.

correct. It was opposed by so many people the resources, time, money, and people it took to up hold the law was too much to continue. Plus a majority of the people in America saw no point to the law in the first place as booze had always been legal with wide support. It was like the law was created without the peoples say, it just created to many problems to continue and uphold the law.
