The roaring '20s definitely definitely can't be described as "proper" or "moral" because American youths largely rebelled against the moral restrictions of the older generations. Sex and sexuality were more openly discussed while the amount of people having premarital sex increased. In addition, Prohibition obviously only invigorated the drinking culture among Americans. It's really difficult to call the roaring 20s "symbolic" because almost every decade is symbolic in some way. Describing the 20s as being symbolic is simply meaningless. Therefore, the best answer is that the 20s can be described as "rebellious."
It would have to be the word Rebellious because this the Roaring twenties which is significant because of the prohibition and the people breaking the law by drinking and supplying alcohol. Women, such as the flappers, would cut their hair really short a sign of rebellion, and they would wear shorter skirts and more revealing outfits; they would also drink alcohol at the bars with the men which it was not deemed proper prior to this for women to go out drinking with the men. Changes in the musical taste als remarked what was looke upon by others as rebellious a sign of breaking ties with past generations. Also, the automoblie provides transportation which was seen as trouble because now people would sneak off to date in automobiles and they would often go to secluded areas for the purpose of "necking" or to put in modern day terms making out or kissing.
