Pretty sure they move things to make you walk around more. The items often purchased the most (bread, milk, eggs, cheese, meat, produce) will be scattered as far away as possible to make you move around the store as much as possible. And moving the items on the shelves makes it so you notice them (they aren't always the same so you just ignore them when walking your normal path)
