Say, the first argument claims that we need more state parks, while the counter claim argues that we do not need more state parks.

It says source one and two because it wants you to provide evidence of why, so the source is where that evidence came from.
And rebuttal is a contradiction.

It's a contradiction.
So if reason 1 to the claim was "Kids should be able to play dangerous sports because it is fun", the rebuttal would be "Kids should not be able to play dangerous sports because they could get seriously injured."
