The rate of change is the same thing as the change in y over the change in x which is the same thing as the slope of the line. So use the 2 points on the line, (0,10) and (3,1) to find the slope. That is the rate of change of y over x.

y goes down 3, so -3, and x goes to the right 1, so +1. The slope, or rate of change, is -3/1 or -3.

Great explanation IMStuck. Maybe another solution would be to recognize slope intercept equation. Yes, you would also need to understand that rate of change is the same as slope. So think of the question asking - what is the slope of that equation.
