In a sense, yes, to add two matrices together, you add each corresponding element in each matrix. Thus, the element at [1,1] in the first is added to the [1,1]th element in the second to get the [1,1]th element in the sum. If you try to add a 2x2 to a 3x2 matrix, when you try to add the [3,1]the element in the second matrix, you have nothing to which you can add it in the first element, and therefor the operation is an improper one.

Probably no solution, in this case, since the operation itself is improper. The problem is kind of like asking 'what does the sky taste like?'
