The first option, for the first question; the League of nations failed to accomplish what it was meant to do, but the premise was still desired. As such, the United Nations was a basically a revised edition of the League of Nations. As for Stalin and the Marshall Plan, the Soviet Union objected because aid was being offered to the enemy that had destroyed them - Germany. The third question = third option
