well the (h, k) is the centre and r is the radius. So the standard form is \[(x - h)^2 + (y - k)^2 = r^2\] looking at the graph r= 3.... so you need r^2 = 9 just identify the centre...

Or -h would make the 3 positive, so I'm thinking C...?

well the centre looks like (-3, 2) so substituting you get (x - - 3)^2 + (y - 2)^2 = 3^2 which is (x + 3)^2 +(y - 2)^2 = 9 so I think C is the better choice
