Two rays with a common end point can be both pictures on the left and right. The one on the left is commonly used, just as the one on the right, but if you use the one on the left, you are often times trying to describe an angle of a shape. The one on the right is used to trick you because there are arrows on both ends. So yes, sometimes two rays with a common endpoint would be a line, but not always
