Congress grew increasingly Radical after Johnson's veto of the Freedmen's Bureau and Civil Rights bills. In June 1866, it passed a constitutional amendment, which when ratified by three-fourths of the states would be the 14th amendment. This amendment declared that all persons born in the United States were automatically citizens. This, of course, included ex-slaves. In addition, the 14th Amendment prohibited states from depriving citizens of "equal protection of the laws."
