you can not conclude no one was hurt just by reading that information, all you can conclude is that it occurred during winter, since January is winter in spain

B is a subjective statement, so that one is wrong as well, as you can't conclude that without having seen the buildings yourself, and even then it's just opinion.

yes but it wasn't serious damage it doesn't day anything about people or the weather .... or any building being beautiful

just because those few sentences do not tell about people dying does not mean the earthquake did not kill any people.

and besides, a monument getting damaged is serious damage no matter how you put it

and it doesn't need to be snowing for it to be winter..... it's winter from december 21 until march 21st. It could be 28 degrees but it's still winter technically

but its asking "What do these sentences tell the reader" its not asking about what it doesn't say. like I said and ill say it aqain it doesn't say anything about the weather or people or any building being beautiful so the only answer left would be D .

the article specifically states an old building was damaged and articles falling (some objects get damaged from falling), how is that not serious damage?

I get what @zimmah is getting at. It gives you clues by telling you what month it is and the fact that a lot of objects are falling.
