I don't know..I'd probably go with false..since you do isolate \(x\) by doing the opposite to both sides..however the signs are different and there are different rules(ex: When dividing by both sides of the equation by a negative number, you switch the sign)

At most means it will include that number..but that's GREATER THAN.. For example, x > 2, that means x is more than 2, and it can't be 2.
