Correlation. The time of day doesn't cause a person to run faster or slower- it could be that just waking up from sleeping makes him go faster, or his breakfast does, but not the time of day directly.

Did he notice this on several trials without any trials showing that statement to be inconclusive?

I would say D.) there isn't enough information because there could be lots of different reasons being why he would be slower in evening and faster in the morning
