An electron has a negative charge. A proton has a positive charge. Charge is measured in e, the elementary charge ( 1.6 x 10^-19 [C]). If you have 1 +e and 1 -e, then the net charge is: qnet = +e + (-e) = 0 A net charge of 0 is a neutral charge.
