Nope that would be is y = 9, x = 9 is a vertical line so it has no slop so the line perpendicular to it would have a zero slope

so knowing that y = 10, x=-9 and m=0 you plug those into the standard slope-intercept form of y=mx+b and solve for be and you will end up with a equation like y=b
