Do you understand graph part? Since numerator and denominator is "same," we can see that if x-4 is positive (at x>4), both numerator and denominator will be positive, hence 1. If x-4 is negative (at x<4), absolute value in numeration makes it positive, and denominator is negative, hence -1. So limit as x approaches 4 from left side, you have -1.
