for \((x-h)^2 + (y-k)^2 =r^2 \) the center is (h,k) and radius =r compare your equation with this general form

compare y+3 with y-k what do you get k as ?

C=(o,-3) R=3.1 ?

Center is correct! :) radius you can keep it as \(\sqrt {10}\) or approximately 3.1 is also fine :)
