This is what he didnt address "Why He Did It" He did it to free the slaves that the South (confederates) were holding. However, the Confederate States of America were recognized as a separate country during the civil war. Think about it, how would you react if someone told you what you could and couldn't do in a house that you owned? You'd probably feel like the CSA did, and disregard it entirely. So all the Emancipation Proclamation really did in that regard was make public the intentions of the United States of America regarding their position on slavery.
