Is this question a theorem or postulate? I know how to solve it, but just not sure about this part.

It's a theorem because you have to prove the hypothesis to confirm it's always true. So it's the alternate interior angles theorem (and not postulate). http://hotmath.com/hotmath_help/topics/alternate-interior-angles-theorem.html

Postulates are things that are assumed to be always true and don't need proof due to their trivial nature. For example, the idea that "2 points form a straight line" is a postulate that is assumed to always be true. It's really true based on the definition of what a straight line is.
