Recently, I was reading an article about military bases overseas and proposed cuts in funds that keep them secure. with the country experiencing so many financial difficulties and so much money being spent on the war in Iraq, proposals are being made to cut funding that secures American overseas military bases not in middle east. this concerns many people. who fear that diverting funds used to secure those bases might result in another pearl harbor. though these decisions are not final,military personal and their families are asking the government to reconsider any cuts it is planningonmaking

I'm gonna go with pearl harbor because the passage is not about pearl harbor nor does it stay on the subject very long, it just briefly refers to it. A historical allusion is a brief and indirect reference to a person, place, thing or idea of historical, cultural, literary or political significance. It does not describe in detail the person or thing to which it refers. It is just a passing comment and the writer expects the reader to possess enough knowledge to spot the allusion and grasp its importance in a text.

Yea. I would agree with @Slapshot77 I think it is Pearl Harbor due to the fact that it is not mainly about that. It only briefly describes it yet we know what it's talking about.
