Interpretation of mean differences in standard deviations

Say you're looking at test scores for two different populations. What does it mean to say that one population's mean is 1.1 standard deviations higher than the other's? I'm unclear on where the standard deviation measurement would come from, because you have two different populations. Does this make any sense?

it could be saying that given a set of data points , you calculate the mean and standard deviation, and now 1.1 standard deviations above this mean you get the mean of the other population . but without the original question and the context, it is hard to say
