I think that there need to be some new contract laws. Right now there is a gray area between 13 and 17. Under COPPA, an adult must make the agreements for a sub 13 year old to be on a web site as a member. 13+ are allowed to make the agreements for membership. But 13 to 17 year old people are not legally allowed to make a contract, so their membership on any web site is actually questionable. I think allowing people in that age range to be able to make non-financial contracts for responsibility would allow them to start making choices and displaying social obligations and commitment at an earlier age. It would also help fill this gap in the law where teens are seen as not children and yet not adults.
