what would be a problem with dealing with the 9/11 attacks if there were no federal courts?

The United States district courts are the trial courts of the federal court system. Within limits set by Congress and the Constitution, the district courts have jurisdiction to hear nearly all categories of federal cases, including both civil and criminal matters. They wouldn't be able to put the surviving terrorist on trial. Because if you didn't now 9/11 wasn't only in new York it happened at the pentagon and another place where the people that were on the plane took control again and landed some what safely.
