The official definition is "a constitutional right to reject a decision or proposal made by a law-making body". An example is back in the depression after the stock market crashed. All vets that were gone during the war had made significantly less than what the rest of Americans who stayed home during the war did, about a dollar a day for a soldier, compared to 5-8 dollars a day for an average citizen. All vets rallied together to become the "bonus army" demanding compensation for what they had lost while serving the country. President Hoover originally had denied the soliders their compensation, however that was vetoed and the soldiers were able to receive full compensation.
