I think A, but B says in Wikipedia that it is "quite difficult" to use public transportation, but that can be arguable. Not being a fact, i think.

Okay I found more in the lesson: Quito is the second most populous city in Ecuador, just behind Guayaquil, with 3 million inhabitants. In 1978 UNESCO (United Nations Educational, Scientific and Cultural Organization) named the city a World Cultural Heritage Site for its large and well-preserved historic downtown area. In fact, after we adjusted to the altitude, our first excursion was to explore downtown Quito. We decided not to rent a car because driving in Quito can be a hectic experience, especially in the old town, so we relied on Quito’s excellent public transportation system. The city has three electric bus routes: the Trole, the Ecovía, and the Metrobús. You can also travel by local buses, which are safe and convenient. They usually cost $0.25, and you pay as you board, which makes them a great economical option. Taxis are also plentiful. In Quito you can easily tell which cars are taxis because they are all yellow and have red “taxi” stickers in the window.

During our family vacation to Ecuador, we stayed in two different places. El primero was Guayaquil, the country’s largest and most populous city, with almost 4 million people! It is one of the main South American ports on the Pacific Ocean and the most popular access point for the Galápagos Islands. Guayaquil is home to beautiful neighborhoods nestled along the Guayas River, yet has a decidedly cosmopolitan atmosphere. We really enjoyed our time in Guayaquil, but my favorite city was San Francisco de Quito, or as it is known to most, Quito. It is the capital of Ecuador as well as the highest capital city of the world measuring in at 9,350 feet above sea level! The views around the city are breathtaking, but it was the altitude that took our breath away . . . literally. We spent our first day in the city relaxing and getting used to the change in elevation.
